since july 4th is on a Wednesday this year, will it be observed the previous weekend or the fallowing weekend?

July 4th... it doesn't change. there may be celebrations that take place either the weekend before or after but we always celebrate on the 4th. It's a federal holiday. What weekend we officially consider to be the holiday weekend is up for debate since it falls in the middle of the week this year.
